Tax reform plan could cost California taxpayers billions
A blue ribbon tax study group recommended to Gov. Reagan a statewide property tax a sales tax on utilities and a payroll withholding of state income tax. In exactly first year operation costs could reach 895.5 million with continuing 525 million yearly tax impact. The report notes 539.1 million in potential relief for property taxpayers but offers no county tax-cut mandate.
