Annexation plan delayed as council votes to study impact
The Lompoc City Council postponed second reading of a pre development zoning ordinance for an 80 acre Wilson parcel trailer park project after a 4 to 1 vote. An environmental impact study cost 3500 dollars will assess sewer hook up effects before the 1976 regional plant. Mayor Stevens dissented citing economic and downtown impact concerns.

USSR lays out six page plan for European peace
At Helsinki the Soviet Union released a six page draft of its European peace plan to the 35 nation security conference. Foreign Minister Andrei Gromyko announced the draft which calls for peace equality and human rights but does not specify enforcement. The outline forms part of a broader Soviet draft to be debated by experts this autumn then presented at a final conference next year. East German reactions stress a hard line against ideologies deemed hostile to culture and man.

Byrd calls Nixon press secretary replacement over Watergate
Senate Democratic Leader Robert Byrd urged President Nixon to replace Ronald Ziegler and answer Watergate questions at a full news conference. NBC interview cited Ziegler's earlier statements as not necessarily truthful.
