Former Democratic Sen. Hugh M. Burns, 68, is named by Gov. Reagan to the Alcoholic Beverage Control Appeals Board with a $14,000 annual salary. The three member panel reviews disciplinary actions by the ABC Department. Burns, retired after 34 years in the Legislature, will serve at Reagan's pleasure and must be confirmed by the Senate.
