Assassination shocks Africa Cabral slain near home

Amilcar Cabral, 51, founder and leader of PAIGC, was shot and killed by two gunmen in front of his home in Portuguese Guinea. Guinea president Sekou Toure announced the shooting on Conakry Radio and said the assassins were captured and linked to imperialism and colonialism. Cabral had addressed the UN as a spokesman for African nationalist movements and met Pope Paul VI in 1970.

Probation program backing urged by Santa Barbara council

The Santa Barbara Area branch of the National Council on Alcoholism backs the County Probation Department plan to reform habitual drunk drivers. President George W. Flint said staffing is lacking and the program, slated to begin last November, has not started. he urged the Board of Supervisors to approve the staffing request and a representative would address the supervisors at their weekly meeting Monday.

British troops found 450 pounds of ammonium nitrate and bomb making gear in a Belfast garage as violence across Northern Ireland widens with shootings and booby trapped cars.

High court strikes down Georgia and Texas abortion laws

The Supreme Court ruled 7 to 2 that Georgia and Texas abortion statutes are unconstitutional as they restrict medical judgment and late stage restrictions. Justice Blackmun led the opinions, declaring previability medical decisions belong to doctors while states may regulate after viability. Dissenters White and Rehnquist disagreed.
