Federal plan to curb L A car use and gas supply

Black day for Northern Ireland lawmen as bombs kill three

Penal system urged reform toward community based corrections

A 22 member National Advisory Commission on Criminal Justice Standards and Goals calls the penal system a miserable deterrent and recommends cutting prison use in favor of community based correctional programs. The 750 page preliminary report argues incarceration worsens crime and advocates early release and local rehabilitation efforts. It also notes prison costs are ballooning and institutional life harms offenders.
