Dr. M W Duncan of Lompoc starts another year on the 1973 County Planning Commission after accepting reappointment from Fourth District Supervisor Francis Beattie. He is both the island’s oldest in service and likely the youngest on the panel, with a fall convention in Santa Barbara to honor his long tenure. The commission also seated Harwood White Jr. of Montecito and reelected Darwin Sainz as chairman while naming new officers and members.
