Santa Barbara County Board of Supervisors adopts Ordinance No 2397 amending Ordinance 661 to permit conditional use permits for second dwellings in any district when a structure is temporarily used for dwelling during construction. Requires owner bond and removal or conversion within three months after occupancy, effective immediately with brief publication.
