Reagan and Democrats clash over California tax rebate plan
Gov Reagan and Senate Democrats prepare for a tax rebate fight in California. Moscone introduces a 20 percent 1968 refund proposal, arguing a $100 refund for a $500 couple's 1968 liability, with payments due by April 15 and before year end. Reagan backs a 10 percent 1970 rebate.

Man freed after mistaken identity in University of Pennsylvania case
Gordon J. Ragan, 22, who served three years for the rape of a University of Pennsylvania professor's wife, was released after his confession to a separate rape. Dist. Atty. Arlen Specter called the prior conviction a fantastic case of mistaken identity. Judge Alexander F. Barbieri expressed regret, saying it was a pity and wishing he could undo the judgment.
