Water agency rejects Cachuma O and M contract draft

It rejects keeping the $80,000 operating cost cap and seeks $100,000, arguing inflation and rising costs are not unforeseen contingencies. The agency notes an earlier 1969 draft allowing increases was dropped and insists on a flexible allowance to cover needs above $100,000.
