Second appeal made to Nixon on oil drilling

A fresh appeal to President Nixon to ban further oil drilling in the Federal leases of Santa Barbara Channel was disclosed today. An Interior Department official cited high standby costs of 200000 dollars daily and other reasons for resuming drilling ordered for March 21 by Interior Secretary Walter J. Hickel. Supervisor George H. Clyde sent his second plea after receiving a two page Hickel order explanation from Hollis Dole. Dole noted community and worker requests to resume drilling and said leases near Santa Barbara, including in Ventura County, were suitable for activity. He argued termination cannot be a responsible official action and cited seepage containment efforts and five barrel per day seepage collection. He warned no group has contained the natural seeps along the coast.
