It's The Law Q&A from Lancaster Farming on fence lines and birth certificates
General guidance on fence placement permits a fence on the boundary but not trespass onto a neighbor's land. Instructions to obtain a birth certificate advise contacting the Pennsylvania Bureau of Vital Statistics with details and a $1 fee, then consulting an attorney if needed. It also covers a 17 year old planning to elope with an Army private, noting marriage validity and suggesting family discussion and counseling.
