Local contribution to increased project costs approved
The passage assigns local interests a share of increased costs for planning, constructing, operating, and maintaining the added storage. It allows payment on a percentage basis as construction progresses or a lump sum on a reasonably certain completion date, determined by the Chief of Engineers. Rent payments are set to ensure uninterrupted, orderly progress to completion.
