Lamar Young spoke to the Trumbull County Charter Commission urging a watchdog position to monitor key moves. He cited the Citizens Advisory Committee report and proposed saving about 200 000 dollars yearly by trimming personnel and contracting services, contending the plan was ignored by the current board. He called for one authoritative official over personnel and broader legislative input to improve county governance.
