The noon Dow Jones average of 30 Industrial stocks was off 2.99 at 1,000.47, and losers held a moderate Lead Over gainers in the Over All tally of new York Stock Exchange listed issues As the Market opened the Commerce department reported that its leading indicators Index Rose 0.8 per cent in february for its fourth straight monthly gain. But that was largely offset by a downward revision in the january Reading from a 2.2 per cent jump to 1.5.
