Allied plan in Korean war stalled by prisoner dispute
South Korean officials condemn the latest UN proposal as appeasement and a sell out as talks on a cease fire stall. The main obstacle remains what to do with 34 000 North Korean and 14 500 Chinese prisoners who refuse repatriation. Communists want a postarmistice conference to decide fate. UN plan conditions disposal on that conference, provoking charges of bias and belligerence. Peiping and Moscow reportedly scrutinize the plan during a secret executive session.
