Americans see open discussion and aid to developing nations as positives though doubts remain about effectiveness and cost. The public favors strengthening international action but wants better performance in keeping peace.

North Carolina to Receive 300000 Grant for Coastal Programs
The National Oceanic and Atmospheric Administration will grant North Carolina 300000 to fund coastal zone management efforts. Gov. Holshouser says the Department of Natural and Economic Resources will administer the funds, with much passing to counties for local programs under the Coastal Zone Management Act of 1972. The state must provide one third in matching funds.

Lost Dog Ruse Attacks Girl in Forsyth County
Forsyth County deputies report a 11 year old girl was assaulted Saturday after a man claiming to have lost a dog lured youths from a church gathering into woods. The suspect, about 5 foot 8, stocky, with dark hair and brown eyes, wore a white shirt and blue jeans.

Lillian Woo, president of North Carolina Consumers, named to the State Milk Commission by Gov. Jim Holfhouser. Martin Pannell, Newton lawyer, also named. terms run to June 30, 1977. Woo and Pannell join four others, sworn in Tuesday in Raleigh. Woo, a Democrat, has long attacked the commission and industry but says she will remain active as a public advocate.
