Veto blocks tax exemption bill on manufacturing materials
Governor Erbe vetoed a bill to exempt certain manufacturing materials from the 2 percent state tax. The measure would have spared items used in manufacture that do not enter the final product, with carbon used to purify corn oil as an example. The veto cited potential state revenue loss of about 51 million dollars and the risk of a state deficit, noting the legislature spent nearly 1 million per year more than the governor recommended. The veto was issued on the last possible day and marked his seventh. Also covered: about 100 liquor store employees to be cut under the budget act, with staff reductions likely at central offices and possible shortened store hours, while most stores remain open.

State Building Plan Moves Forward In Iowa
The state employment security commission hires architects for a proposed 1.5 million dollar administration building on Grand avenue near E Ninth Street. Federal sources provide 1.2 million from unemployment compensation funds. Construction hoped for this year, per 1961 legislation. The building will house the commission and public employees retirement system offices, with about 58,000 square feet of floor space including basement. A safety plan by Commissioner Carl Pesch adds a new point system for moving violations with hearings and possible license suspensions, plus potential point deductions for a violation-free year. If the education aid bill passes, Iowa schools could gain about 14 million dollars annually from the federal government. A Atlantic senator becomes chair of the interim legislative budget committee, with Floyd Edgington as vice chair and Casey Loss as secretary.
