Organizing Grasshopper Pest Districts Under Cassaday-Teller Bill
The Cassaday Teller bill allows areas up to thirty six square miles to form pest districts by petition of landowners owning more than half. A single large farm can form a district including adjacent land if its ownership exceeds half the district. Petitioners name a district inspector but can be replaced by the county inspector, who is appointed by county commissioners with input from twenty five fruit growers and farmers and can be removed by the state entomologist. Inspectors must survey for grasshopper eggs at least twice yearly and determine suppression work, which may be performed after a set date with penalties from $25 to $3006 and liens on property. County inspectors may not be appointed until needed. Petitions filed with county commissioners take effect on the sixth day and run five years unless rejected within five days. The district inspector can immediately begin duties, and many districts are hoped for this year. Petitions must set boundaries, list lands owned by signers, prove signers own over half the district, name feared pests, and indicate desired controls. Signatures may be canceled before filing but not afterward. The petition must be verified under oath by at least one signer and show all signatures obtained within sixty days.
