Garden City edge on hospital parking proposal heats up
Garden City's traffic advisory board urged changes around St. Catherine Hospital affecting Walnut and Sixth streets. Proposals include banning street parking on Walnut between Fourth and Sixth with a loading zone for Emmaus House and reserving west side Sixth Street for residents only. Officials fear enforcement challenges and rely on resident calls. Hospital leaders say employees should park in lots, but legality limits enforcement. Residents questioned why unused lot spaces aren’t utilized, noting 100 to 200 spots available during peak hours. Some suggested time limits, but those were rejected to avoid penalizing residents. The board’s stance could set a precedent for future hospital area parking policy as the entrance moves.

Budget outlook improves slightly yet remains weak
TOPEKA AP The latest state budget figures show a modest improvement but remain tight. Final revenue for the current year July 1 2001 through May 31 shows about 181 million less than expected, with preliminary numbers citing a 194 million shortfall. If repeated through June 30 2002 the shortfall could upend the 2003 budget approved by lawmakers and Gov Graves. Graves scheduled a 1 p.m. news conference to discuss the budget and administration response as Don Brown noted the governor has been crunching numbers in recent days. A March forecast had predicted 3.75 billion general fund for the year through May, but 3.57 billion was collected, 4.8 percent under forecast. Differences with Revenue projections stemmed from insurance premium taxes and non tax sources, which exceeded estimates.
