Convention Site Not Compulsory for County Officers
Pierre March 31 The state superintendent of public instruction not required to convene county superintendents in Pierre. A 1931 law sets state meetings for county officers in Pierre, but Sharpe says this does not apply to county superintendents as their meetings are statutory duties chosen by the state superintendent. The opinion notes such meetings are not county officers associations and may be held elsewhere. The same issue clarifies that “freeze out” gambling games are unlawful, prohibiting card games where money is wagered and trade checks are used to pay losers.
