Political strife and land offices in 1873 Oregon

In 1873 W R Willis served as Roseburg land office register while Binger Hermann acted as Receiver. Hermann, appointed in 1871, faced a land scrip prohibition but bought 4000 acres in Jackson County and about 1000 acres on Coquille River in Coos County. He traded agricultural college scrip and bounty warrants, while indicating no right to buy government lands during his tenure. Willis did not speculate and stayed in office years after Hermann was removed. Hermann later claimed a government circular prohibited Registers and Receivers from purchasing public lands, yet admitted some purchases. He left the Republican party after removal, voted against Republican candidates in 1874, and ran for state senator in 1876, losing. He condemned the Republican Party in Douglas County campaigns and claimed harmony with the party, which others call false. The piece questions his fitness for Congress. The First Baptist Church of Portland held a tense meeting over charges against the pastor and organist, with factions split and a close vote on the organist. The Oregonian notes the session opened without a benediction. The incident ends as an unresolved quarrel.

It recalls Hermann’s firing from the Roseburg land office under Grant and later loss of the general commissioner post under Roosevelt, arguing the removals were justified and urging truthfulness.

Republican Barnyard Eggs and the Hermann Affair

The Register mocks the Democratic stance on Hermann by calling anti Hermann attacks stale while accusing Republicans of corruption in land office conduct. It notes the Roosevelt era removal as proof of misrule and implies ongoing corruption through a defensive editorial tone.
