Shaft Plan debate sparks talk of a new Iowa legislature
Harold Hughes likens the Shaft Plan to the Berlin Wall saying its passage would create a permanent rural city divide. Beck defends a bicameral shift toward a population based Senate while preserving rural protection, arguing it ends deadlock and fosters cooperation across regions. The plan calls for a 58 member Senate apportioned by population with reapportionment every ten years.
