A series overview argues Eisenhower’s proposed $50 billion highway program as the nation’s largest public works effort. It cites growth in vehicles from 32 million to over 58 million since 1940, limited road mileage gains, and rising costs due to traffic, crashes, and travel delays. It quotes Jack Cole of the American Trucking Associations and former Public Roads Commissioner Thomas H. MacDonald on the economic penalty of poor highways.
