Reapportionment Major Problem for Legislature
The 1961 Iowa legislature faces a major reapportionment issue as the state has not rebalanced legislative districts since 1904. The Shaf t redistricting plan failed in the Senate by a 25 to 24 vote, needing 26 to pass. Lt Governor Mooty would cast a deciding vote if tied. The plan proposed a 58 member Senate and a 90 member House with county representation. Most Senate Democrats opposed it. Reapportionment requires passage in two sessions and voter approval, delaying any changes until 1964 at earliest. Previous partial reapportionments in 1941 and 1953 affected only four Senate districts each time.
