Regional Billets for War Orphans Lead Legion Welfare Drive

The American Legion opened a nationwide child welfare program with regional billets starting at Otter Lake Michigan. The Otter Lake site houses up to nine children per building in small cottages under a supervising mother and doctor led care, aiming to support 26 children now and expand as funds permit. The program covers children whose fathers died in action or from service, with future expansion planned to meet a peak of 35 000 orphans in ten years. The second billet is planned in Independence Kansas with a 400 acre tract donated by Daniel Dabney, funded by a statewide drive. The Legion also assists childless ex servicemen who wish to adopt, providing careful screening and cash support when mothers resist separation. The effort targets non institutional home like care and continues alongside government aid gaps for widows.
