Secretary Wilson Eases 28-Hour Cattle Loading Rule
The American Stockgrowers Association reports a liberal interpretation of the 28 hour unloading law. Secretary Wilson agreed to withdraw the July 27 ruling on load limits for 36 foot cars with feed and water gear, and he favors counting running time rather than loading time. Shippers may exceed 28 hours if reaching feed points or markets, with railroads informed to apply the ruling accordingly. Secretary Tomlinson aims to amend the statute next session to set a 28 hour limit for ordinary cars, with Wilson’s cooperation. The association will consult humane societies to show enforcement aids humanity and will push for broader support.
