Penwell plans advances to wool growers wartime
Washington May 4 Lewis Penwell chief of the wool division of the War Industries Board announces a government blanket advance of about 75 percent of wool value to growers at shipment. The plan aims to ease June obligations of Montana and other western growers by providing money within weeks. Six percent interest would accrue on the advance with the remainder paid when wool leaves dealers. The wool division also outlines a 3 percent commission on ungraded wool and 3.5 percent on graded wool added to the sale price to ensure growers receive a fair price as of July 30. Licensing of all wool dealers and curbing speculative buying are proposed to stabilize values. A three-member committee to implement regulations will include a grower, a manufacturer, and a dealer. James H. Moyle, Utah governor, has been chosen by the growers.
