ERA Fails On Procedural Question In House Vote
The ERA failed to pass in the House on November 15 amid a procedural dispute. Rep Earl Hutto led the effort as opponents argued suspension of the rules rushed the process and prevented full debate on a constitutional amendment granting equal rights regardless of sex.
Commentary on ERA vote and procedural critique
The House debated an amendment under a 40 minute time limit with no amendments allowed and no prior committee report. Opponents argued the process mocks the legislative system and favored postponing to next session for fair consideration. After intense debate the measure failed to reach two thirds and was defeated. The author expected the ERA to return when Congress reconvenes in January.
