Dumbarton Oaks Peace Plan Progress Report

The Dumbarton Oaks Conference in Washington shows strong progress toward a postwar security system. Hull and Dulles align on the assembly of all peace-loving nations and a Council dominated by the United States Britain and Russia with China joining later. The plan envisions a small governing council with major powers supervising enforcement of armament limits to prevent another war. The group, praised as representative of internationalists, insists the Big Three must remain under legislative control before any military action, aiming to curb Germany and Japan from rearming.
