Notes from Congress August 27 1951 recess plans
The House agreed to a recess from August 22 to September 12 while the Senate contemplates October 1 adjournment. Majority Leader McFarland warned of Christmas stay if work slows, noting Senate quorum calls waste about 20 minutes a day. The House passed a 1.5 billion dollar supplemental FY 1952 bill cutting civil defense funds 88 percent but leaving other defense funding largely intact. The Army Engineers report requirement was struck, and controversial provisions on river harbor flood control planning were debated. The President urged 400 million for flood rehabilitation and VOA funding restoration. The Defense Housing Bill, easing credit for defense area housing, heads to the White House with a June 30, 1952 effective date and extended amortization. Federal aid caps and direct government housing options are set, with total government housing limited to 50 million and community facilities aid to 60 million.
