Child Health Plan Aimed At State Aid For Mothers and Children

The Pepper bill proposes 100 million dollars in federal aid to states to fund medical care and health services for mothers and children and for emotionally ill or parentless kids. Administered through state health departments, it guarantees patients free choice among participating doctors, hospitals, and clinics. The program draws on wartime maternity care results, urges expansion of services across all states, and argues for health as a public responsibility to secure future national well being.
