In Havana Feb 6 the Cuban constitutional convention discussed provincial government and voted to elect governors by direct vote. Senor Giberga warned that hasty autonomy could invite U S intervention and endanger Cuba’s independence, noting provinces have historically relied on central aid.
Henry Youtsey and Caleb Powers arrived in Georgetown Kentucky under deputy guard and were taken to the county jail. Youtsey was arraigned before Circuit Judge Cantrall and sentenced to life imprisonment. He declared his innocence and said he would not appeal, with transfer to a state prison planned immediately. George Weaver’s perjury case in the Powers matter was set for trial.
Emperor William returns aboard the imperial yacht Hohenzollern at Port Victoria after a prolonged visit to England. Crowds show demonstrative approval in London though weather hampers his passage. Farewell salutes from King Edward, the Duke of Connaught and other royals mark the moment.

Mrs Nation and three followers damaged the Senate in Topeka by about 1500 dollars. Police arrested the joint proprietor and two guards. Nation was charged with malicious destruction but released on bond. Rumors of plots against her circulate as saloonmen prepare glass bottles for explosive cries.
Sioux City residents react as the city council unanimously adopts a resolution against saloon smasher Nation upon her proposed visit. The W C T U faction splits, with some members urging support for her actions and others opposing any welcome or endorsement.
At a Federation of Unions of the W C T U meeting in Cleveland on February 6, members adopted a resolution praising Mrs Nation. They stated American women are taxed without representation and lack power to shield homes from the liquor problem, and they expressed no unkind words for her hatchet action against evil doers in Kansas.

Managua Nicaragua Reb 6 President Zelaya has suppressed the Nicaraguan legations in London Paris and Madrid. Senor Cristano Medana who has represented Nicaragua at the capitals is retired. The decision cites no important questions between Nicaragua and Great Britain France and Spain.
Canal Dover Ohio February 6 The final act dissolving the Society of Communists at Zoar north of here was completed with last surveying and apportionments. Not only Zoar town buildings but 7000 acres of land were apportioned. Each member’s property valuation averages about 5000 dollars.
Fire gutted the Wellston postoffice on February 6 destroying letter boxes fixtures and a large amount of mail. Adjacent Vandervort's book and wallpaper store suffered $2,500 damage. Total loss estimated at $1,700 for the postoffice and mail matter.

New York February 6 negotiations for Andrew Carnegie controlling interest in the Carnegie company concluded with J Pierpont Morgan and associates as purchasers. Carnegie held nearly 54 percent of the 160 million dollar company stock. The deal, unlisted on exchanges, follows a recent price for a $1,000 share at 1500. The sale is seen as stabilizing the steel industry.

Charles J. Thompson former Detroit home correspondent for Standard Accident Insurance is accused of misappropriating about $3000 and fleeing to Cuba.
