MOULTON LewIS Watkins named principal of Lawrence County High School will receive his Ed S specialist degree from Peabody College Nashville later this summer. He already earned the MA degree and will complete the Ed S on July 12. Watkins was named head coach here after Grady Elmore's resignation in 1952.

River gauge on the Tennessee near Keller Memorial Bridge showed 21.68 feet this morning, up 45 feet in 24 hours. Readings note sea level at 555.98 feet. The Moulton City Council in a special session voted to raise town speed limits by five miles per hour. Police Commissioner Guy Free said the change responds to a study and set school zones at 20 mph, near the square at 30 mph, and outlying roads at 40 mph as safe speeds.
Five miners trapped for over 14 hours by a cave-in in Steubenville Ohio were rescued as a 42 inch auger bored 230 feet into a hillside. The men emerged to cheers from about a thousand rescue workers and relatives. Doctors checked them and found no injuries.
Police questioned Jeff Mitchell and his wife Pauline in Morgan County over the death of 56 year old John Wesley Smith whose body was found on the Tennessee River bank in Decatur. They were arrested at Arab Hospital and held without bond as authorities investigate the violent death.
The U S Court of Appeals upheld the State Department power to deny passports to applicants who refuse to sign non Communist oaths in cases involving Dr Walter Briehl and Rockwell Kent. The 5 to 3 ruling may be appealed to the Supreme Court. Kent at Ausable Forks N Y said he would pursue further action claiming the travel right is constitutional.
Residents from Somerville Rd and 16th Ave SE urge action as a delegation plans to address the Decatur city council at an adjourned meeting tomorrow night. The group seeks attendance at city hall at 7 p.m. to discuss dangerous road conditions and recent fatalities on those streets.
Rep. Baker of Tennessee was turned down by President Eisenhower for a vacancy on the Tennessee Valley Authority board. Sen. Cooper said Baker was recommended to fill the seat after Harry A. Curtis retired, but Eisenhower cited a policy against appointing Congress members to government posts. Cooper called Baker well qualified, while Baker said he would rather serve in Congress. Separately, the Senate Public Works Committee debated financing for TVA growth, signaling approval of issuing 750 million dollars in bonds for five years of projected construction to meet rising power demand.
U S officials consider partial disarmament steps as Russia accepts in principle an American plan to transfer nonnuclear weapon stocks to international control. The plan requires complex negotiations before implementation with lists of armaments to be stockpiled under international supervision.
