Indiana reform schools criticized as prime schools for criminals
W H Whittaker, superintendent of the Indiana Reformatory at Jeffersonville, conducts a census to show about 400 of 1100 inmates have ties to reform schools or orphans homes. He urges juvenile probation officers in every county to supervise normal childrearing and insists on State intervention for neglected children. He calls for isolating or sterilizing feeble minded subjects and compares childrearing to livestock breeding.
