Labor Unemployment Bill Faces Wide Debate in Congress

Johnson defended current 40 hour work week while leaving room for later action on higher minimum wages and a reduced work week. He urged repeal of Taft-Hartley Section 14B to curb closed shop bans, stirring a major congressional fight. The unemployment measure would extend coverage to about 6 million workers, raise employer taxes by 0.15 percent, and set a federal contribution of 0.15 percent of payroll with a gradual phase down. The bill takes effect July 1, 1966, and shifts taxable base from 1967 to 1971 onward.
