New Budget Law Sets School Spending Rules

The Legislature passes a law requiring all schools to operate on a formal budget. County Superintendent R S Walker says the measure aims to constrain school spending within income. The district school board president becomes budget officer. Walker oversees common schools. After state apportionment and local tax estimates are set by August 20, the budget assigns salaries sinking funds and incidentals with a small emergency reserve and must be approved by the local board and filed with the County Superintendent and County Clerk.
