Flexible set aside plan could cut wheat acres in 1978

The Carter administration’s 20 percent wheat set aside allows idle land from crops beyond wheat to meet reductions. 1978 wheat plantings are expected at 63.5 million acres, down 14.6 percent from 1977, with cotton and other crops also adjusted. The plan removes historic baselines, links reductions to intended plantings, and ties compliance to income support payments. Farmers may choose which crops to idle, with noncompliance risking loss of price supports and disaster aid.
