Snow about nine inches fell by Thursday morning, the heaviest since 1929, while frozen pipes in rural areas rose as a worry. Residents debate population shifts to Clifton and a new housing push as spring primary elections loom with multiple county offices on the ballot. Poll taxes must be paid by January 31 to vote.
