Armand W. Ross, social security district manager in Mt. Pleasant, says a new law allows computing benefits from both social security and workmen's compensation to use the highest earnings in any five years before disability. The combined monthly payments cannot exceed 80 percent of the average monthly earnings, potentially affecting about 40,000 disabled workers nationally.
