Branstad vetoes road funds bailout plan in budget bill
Gov. Branstad vetoed a plan to divert 12.5 million from the road use fund to bail out the state treasury if revenues fall short. He approved a separate 15 million loan for buying abandoned Rock Island rail lines. The vetoed trigger aimed to curb reliance on road funds and deter lawmakers from using them for general budgeting. He also backed over 400 million for university operating budgets and rejected a section on student aid transfer eligibility.
