Congress approves GOP tax overhaul and emergency funding
The House and Senate move to end the first session and back a GOP tax bill. HR 1 would cut corporate rates to 21 percent, raise the standard deduction, expand the child tax credit, end the AMT for corporations, and open ANWR to drilling. The package adds about 1.5 trillion in tax relief through 2027 and increases debt. The same session authorizes 81 billion for hurricane and wildfire relief and passes a stopgap funding bill through Jan. 19.

Advocates warn the Tax Cuts and Jobs Act of 2017 will reduce incentives for private investors to fund low income housing. Novogradac projects about 235 000 fewer affordable rental homes over 10 years amid a national shortage of 7.4 million renters near poverty.
