Opening of Congress Amid Tariff Debate and Speaker Vote

Congress opened under Democratic control as Speaker Clark was reelected and tariff reform dominated the agenda. The Democratic tariff revision proposed removal of many food duties and a 25 percent cut in remaining tariffs in 1916, with wool and other items moving to free status and revenue expected to fall by about 180,000,000. The measure aims to lower living costs and restore fair competition while impacting protection for steel and manufacturing. The session also featured suffragist activity and plans for President Wilson to address joint sessions.
