7 Point Program Outlined to Restore AAA Functions
Agricultural leaders of the Roosevelt era meet in Washington to map a seven point plan to replace the defunct AAA. The program seeks to empower the secretary of agriculture to provide for land rental and withdrawal at equitable rates, balance domestic production with demand, and pay farmers through a $500 million cash fund for soil conservation and price support. It calls for processing taxes on livestock and dairy that fund market expansion, allocate 30 percent of customs to farm markets, and market commodities via farm cooperatives under Capper-Volstead. The plan aims to preserve the American market for farmers while expanding foreign sales, with final tax decisions postponed for ongoing farmer group action.
