Minister to Austria rumor on A H Belo appointment
Rumor that A H Belo owner of the Galveston News may be named minister to Austria cannot be verified. State officials silent on the matter. Belo is in the Adirondacks and known to be intimate with the President. Belo is not a partisan and his paper is independent. Secretary Bayard may delay sending a minister while the President could choose differently.
