Massachusetts Board of Trade Protest Against Street Railway Stock Watering

The Massachusetts State Board of Trade urges the Legislature to oppose bills that would allow watered stock in public service railways through consolidation or transfer. The protest cites Senate Bill 341 and House Bill 229, arguing they would let Western Massachusetts Street Railway Company issue guaranteed and preferred stock and potentially absorb or merge with other lines, increasing capital without new paid-in capital. It warns such action would weaken the anti stock watering law of 1894 and threaten state policy on public utilities.
