CIVIL SERVICE VICTORY In appointing Thompson and Roosevelt
Washington May 7 Special The President appointed Hugh S Thompson of South Carolina as Democratic member and Theodore Roosevelt of New York as Republican member to the Civil Service Commission. Both are long-time reformers, promising a stronger commission, with Lyman continuing as an experienced member. The move follows pressure from Democratic Senators who endorsed Thompson, and signals swift commencement of duties amid a reorganization of the commission.

Carnegie to Surprise Workmen With Wage Changes
Pittspore May 7. Andrew Carnegie plans changes before his European tour to equalize wages across several large plants. He seeks to reduce top earners in tonnage work while boosting overall fairness for workers not earning proportionate pay, reflecting ongoing improvements and labor-saving machinery. A close firm associate notes big improvements over two years with substantial wages in some departments. Meanwhile markets show mixed activity in New York and London, with copper and oil movements, railroad stock actions, and anticipated large gold shipments discussed by traders.

Aldermen Hear West End Rail Contention On Tracks
At a Cambridge board meeting a sworn statement by John P. Squire alleging a threat by City Solicitor McIntyre was laid on the table. A hearing on removing unused Mt. Auburn and Green street tracks for the West End Railroad was held with Henry D. Hyde, Prentiss Cummings, and W. E. Russell for the company. A second hearing on the preferred overhead system drew Samuel Powers for the New England Telephone and Telegraph Company, who opposed a single trolley in favor of a double system. Telephone subscribers testified to service destruction since the electric system began. The matter was tabled.
