Washington reports that Mexico was near breaking with Germany but indicates the move would not be based on U.S. advice. An official note confirms no direct endorsement or guidance from Washington to Mexico City beyond the general neutral government notice sent in March after Germany severed relations.
Russian forces push forward in eastern Galicia capturing villages and taking over 1000 Austro German prisoners as they reach six and two thirds miles beyond Stanislau. German Austrian troops retreat behind the Lomnica. Berlin acknowledges withdrawals after the Stanislau battle. Farther north fighting intensifies near Riga Dvinsk and Smorgon with an ongoing artillery duel at the Flanders coast and British troops taking German trenches near Nieuwpoort. A German surprise attack west of Froidmont farm is repelled by French forces.
American officials favor Mexico remaining neutral while seeking a friendlier stance. Ambassador Fletcher reports conditions in Mexico cause concern, fearing a break with Germany could offer money opportunities but hinder allied goals. Mexico calls its policy neutrality benevolent, allowing U.S. warships in Tampico ports tied to oil interests.
Political observers expect a compromise but the autocratic war stance persists. Dr von Bethmann Hollweg condemned Erzberger for advocating peace without annexations and indemnities. He urged continued war with full energy, insisting he will stay to protect the Fatherland despite difficulties ahead.
Berlin records show the Reichstag continuing in a perfunctory session. Chancellor von Bethmann Hollweg spoke twice as fourparty coalition leaders seek a final draft on war aims and electoral reforms. No session is planned for Tuesday due to ongoing main committee and faction meetings.
