Local boards stall delaying draft calls as Washington lists remain unavailable. New England must supply 50 531 men with Boston's quota estimated at 5524. The postponement shifts timing for the national call to service.
Figures estimate two thirds of one percent of each state's paper population, showing roughly how many men will be called from Massachusetts New Hampshire Rhode Island Connecticut and others. With about 50 percent exemptions expected the first draft will likely include at least twice the number.
The president declares businessmen must be as patriotic as soldiers in France and warns against combining profits with patriotism. The law will punish men who seek undue gains from the people, stressing loyalty over earnings.
Russians push from Halicz toward Lemberg the Galicia capital as they break the Austro German line near Halicz. From Stanislau they move west toward the Dniester while General Korniloff drives the retreat along the Halicz to Zolotvin front about 30 miles south.
President Wilson urged coal operators and manufacturers to set fair prices for all, warning against windfall profits during the war. He likened patriotic duty to that of soldiers and insisted that profits must not override national effort, urging every non-slacker to join the enterprise.
London July 11 The admiralty reported a new low record for the percentage of sinkings by submarines in the week ending July 8. Of 5696 arrivals and departures, fourteen vessels over 1600 tons and three under 1600 tons were sunk, making the sunk percentage just under 0.301.
Reports show a rising trend in vessels sunk and a high rate of attacks repelled as U-boat activity fluctuates weekly. For week ending June 24, 28 ships sunk at 0.48 percent. week ending July 1, 20 sunk at 0.36 percent. last week 17 sunk with unclear percentage. A new record 34 vessels attacked, 17 escaped, 50 percent repelled. earlier peak 47 percent repelled week ending June 3. Arrivals and sailings remain high, indicating commerce outpacing early campaign weeks.
The Elks parade gathers on Tremont Street at 10 45 am opposite Tremont Temple then marches via Tremont to Park to State House where the Governor joins the line. It continues along Beacon Arlington Boylston Park Square Charles to the Common and Parkman Bandstand for noon exercises.
In Kittery Maine two killed when an auto plunged into 15 feet of water under Mill bridge. Victims are John Crowe 70 and sister Mary Crowe 50 of East Jaffrey New Hampshire. Rescued were Miss Mary Hurley of Manchester NH and two priests Rev Michael Griffin of Exeter NH and Rev Joseph Creedon of Laconia NH.
Miss Hurley and Father Griffin remained in a serious condition at Portsmouth Hospital tonight. Father Cree continued on Page 10-Sixth Col.
The Brighton police probe a second blaze in five days at the unoccupied house in the James N. Thompson estate at 367 Faneuil Street Brighton Faneuil Hill. The basement fire at 10 15 p m caused over 200 dollars damage and is under investigation.
Boston’s draft quota is 5524 men based on a paper population of 828,573. The figure excludes Greater Boston outside the city. Washington officials delay the drawing as states race to complete district exemption boards. only 21 states report full organization.
A revised census estimate based on draft registration will determine apportionment. Each city, county or state must provide two thirds of one percent of the population as defined.

Former State Senator B Herbert Woodsum town auditor and selectman of Braintree was killed when his car overturned on the Newburyport turnpike near the Pierce farm. His wife was badly burned and three others injured as Woodsum’s vehicle sideswiped F W Howe of Framingham on a hill, causing the crash and fire.
Mrs Woodsum and three others were injured in a head on crash near Ray Farmhill. Clayton Richardson and Ralph Wiggin, plus Mrs Richardson, suffered minor injuries and were treated at Thomas Hospital in Peabody. Woodsum, 59, drove toward Boston when the cars swiped, rolling over and bursting into flames.
In their advance from Halicz the Russians forced the retreating force across the Lomnica and occupied two towns on its western bank. The next natural barrier is the River Stoka about six miles west of the Lomnica.
In St Johnsbury Vermont county officials suspect a third party may have disposed of 8 year old Alice Bradshaw's body. Searches directed by two confessed suspects yielded no results. Prisoners altered name spellings. Attorney General may be asked to review the case.
Michael J. Cavanaugh known as Mike Glover and former New England lightweight champion died in a Middleboro hospital at age 26. He lived at 65 Gates Street, South Boston.
New York July 11 Colonel Edward H R Green heir of Hetty Green will take his bride to Panama after a simple ceremony in Highland Park Illinois yesterday. The news notes his status as one of the world’s richest men and mentions the modest origins of the couple.
Colonel Green and Miss Mabel E. Harlow wed at 102 Sherman Road after a ceremony aboard the steam yacht United States which had been painted war gray. Green vowed to be the boss as the couple prepared to sail for the West Indies and Panama Canal with a cash gift of 500000 and 125000 in Liberty bonds.
Mrs Emma Bell aged 77 of 21 Boston street Brighton died after slipping on the floor during household work. She sustained a skull fracture that caused her death in the early hours yesterday.
The President stated there should be one price for government and the people and expressed confidence that business will stay loyal to the utmost. He warned that wartime pricing will determine victory or defeat and must be solved through patriotic cooperation.
Johnny Evers appears to sever ties with the Braves and join the Phillies of Philadelphia. If feasible, Pat Moran would arrange the transition and the Phillies would assume part of his large contract.
Tonight Eddie Evers travels to Philadelphia to discuss his future with Pat Moran. A move from Boston to Philadelphia seems likely though not certain. If settled the Braves would transfer burden by letting the Phillies assume the Evers contract while Boston’s star remains a major influence in the game.
