Judge Morton denied the bank commissioner’s exceptions and declined to appoint a receiver, noting solvency per a master’s report and that potential future insolvency does not justify shutdown. The case followed May 11 temporary injunctions and a Rhode Island bail issue involving bank president Thomas R. Taylor.
