Washington Feb 27 On July 1 next the collect on delivery feature will be added to parcel post. An order signed by Postmaster General Hitchcock provides that a parcel bearing postage stamps may be sent and the amount due collected by the Post Office Department. Collections limited to 100 dollars with a 10 cent fee and parcel insured to 50 dollars.
